The European Commission announced the termination of any cooperation with Russian government agencies in the field of research, education and scientific tourism. These sanctions put an end to current grant agreements and payments to Russian government agencies. However, not everything is so bad: individuals can continue their education and cooperation with Europe.
In this regard, European Commissioner Maria Gabriel announced further measures related to the participation of Russian state institutions and individuals in the framework programs for research and innovation and the European Atomic Energy Community (Euratom). In a statement released on April 8, the European Commission recommended that the services terminate current grant agreements and subsequent payments to Russian government agencies or affiliated organizations. In connection with the sanctions adopted to date, it was announced that the participation of Russian state structures in Erasmus + will also be terminated.
In the document, Gabrielle emphasized that the sanctions also include a conclusion about the participation of Russian state structures or bodies in the actions of Marie Sklodowska-Curie (MSCA). Ukraine signed an association agreement with research and training programs Horizon Europe and Euratom in October 2021. While to ensure that successful Ukrainian beneficiaries can receive funding from EU R& I, the Commissioner announced that they have taken administrative steps to ensure this.
However, the gloomy verdict on the fate of scientific tourism and Russian students does not apply, since interaction is being destroyed and contracts are canceled only with state institutions of the Russian Federation. However, against scientists and researchers acting as private individuals, the European Commission does not introduce restrictions. As for Russian students and teaching staff, Europe is still ready to accept them. Both categories are not deprived of MSCA scholarships and European Research Council (ERC) grants.
Here is an excerpt from the European Commissioner: “I asked to stop the participation of Russian state structures or bodies in all current and future Erasmus + events. This also includes the cessation of all payments to Russian government agencies or related entities… There will be a thorough review of the EU sanctions lists. Student and staff exchanges with Russia also remain acceptable.”
Also, the sanctions did not affect the participation of Russian citizens, youth and civil society organizations in Erasmus + and youth actions of the European Solidarity Corps. And the constant check of Russians for individual sanctions guaranteed the European Commissioner that not a single scientist/teacher/student from the EU sanctions list would be allowed to participate in the Erasmus + or European Solidarity Corps operation.
